As discussed in #1075832, tkhtml3 and specifically hv3 are dead since a long (>10years). I did "some" upstream maintenance, mainly fixing a few compilation problems. It is heavily outdated now and should be removed.
Please remove this package. It has no reverse dependencies and should no longer be used.
