This is already supported: Since base-files is free software, you can
create your own modified version which says "Foo" instead of "Debian"
in /etc/issue. So: what's the problem?

A simple "rgrep Debian /etc/*" show a lot of files, are you going to
ask that all of them become non-conffiles-which-are-created-in-postinst
just because you don't want to make derived works of packages
containing them?
