Hi, the default kolab-webadmin design doesn't put a lot of load on the server and there is "usually" an apache installed on the server for freebusy anyways.
On the other hand it is definitely not compulsory to have the AF on the Kolab-server. It is stricktly speaking just another (Kolab-specific) LDAP client like phpldapadmin (which can also do kolab administration btw.). So it's kind of tricky. To be on the safe side I would not set a dependency - but let's gather some more opinions...
