We can see that there is a local diversion of /.lib32.usr-is-merged. I'm not sure why you'd add such a diversion, but at that point there is not much base-files can do. I don't think we ever supported diverting diversion targets. Mixing Ubuntu and Debian is a recipe for breakage as has been said repeatedly in this conversation. I am tagging the bug moreinfo until we have a better understanding of how one would end up in the reported situation. All plausible explanations known thus far involve doing something entirely unsupported. Helmut
