Thanks for the feedback. I *guessed* as much, but to say frankly that blocker bug is missing context for outsiders. Why did you want it blocked? What needs to happen for the bug to be closed? Can interested people follow the progress somewhere?
It's absolutely fine to block bad packages (which is foremost a maintainer judgement call) and the release team is happy that you do that. And as long as there's progress, you can take all time needed. For non-key packages, the autoremoval timer is reset every time the RC bugs are updated. texlive-bin is (currently) a key package, so this bug serves only a tracking purpose [1] as it will not be autoremoved.
