Yesterday, I have released Dillo 3.1.1 which includes some bug fixes,
see the release notes here:

The previous 3.1.0 release has been included in most major repositories
and 3.1.1 is being updated quickly:

I'm no very familiar with Debian packages, but I can try to prepare one
for 3.1.1 if you are open to it.
