Phosh doesn't care about the dark mode toggle (the menu doesn't change when you switch between dark and default mode in Settings or the dark mode quick setting toggle). It cares about HighContrast but that's not what your screenshot shows either. I assume there's some other GTK custom theme in place. Theming is not supported though I assume there's nothing we can do here but knowing which custom CSS is in place would be good. If you didn't tweak anything in `~/.config/gtk-3.0/` then the gsettings of org.gnome.desktop.interface color-scheme org.gnome.desktop.interface gtk-theme would be good to know.
