The troffcvt package, which I've maintained since 2001, is broken as of
groff 1.23.0 (see https://bugs.debian.org/1059802).  This is because it
relies on groff's macros, but it uses its own parser for the underlying
*roff language, and that parser doesn't implement some features added to
groff in 2001 that groff's macros now rely on more fundamentally than
they used to.

I've spent some time trying to fix this, and while I've made some
progress it would take quite a bit more time to finish.  I've reached
the conclusion that it probably isn't worth spending that time.  There
hasn't been an upstream release of troffcvt since 1997;
https://qa.debian.org/popcon.php?package=troffcvt shows negligible use;
and nothing depends or build-depends on it.  Any users are likely better
off using groff's own facilities for formatting to HTML or plain text,
or perhaps using something like pandoc.

Please remove troffcvt from unstable.
