At some point vsftpd stopped working (it required ssl connections) but I fiddled with some settings and it started working again (sorry I do not remember what I did). However, I think I ended up with the same vsftpd configuration as I started with. In the end I chalked it up to FileZilla bug (the only client I had available at that particular moment).
However, it again (a month or so late) showed it's ugly head. But I had no time to fool with it for a while. Today, I managed to do a little digging. No one else on the net seems to be having the same issue. Basically, I see two problems: One, using filezilla, who does not ask for features before login, issues "AUTH SSL" (or TLS) and receives "500 Command not understood". Two, using lftp, who does ask for features bofer login, does not see "AUTH SSL" (or TLS) in the feature list, so assumes he cannot issue it and fails to login, because the server responds "530 Non-anonymous sessions must use encryption". I had tried creating a new key, restarting the daemon, etc. As I said I had a working configuration for over a year.
