Dovecot uses /etc/ssl/private, it looks like most of the other packages on my boxen use their own directories - which doesn't really cut it for your package... barring other gripes, it seems like /etc/ssl/private would be a decent choice.
I was about to suggest you file a bug against gnutls, but I see you already have :)
