What do you mean by lock older kernels?
So if someone gets to the menu he can't boot an older kernel, together with the password option. Menu entries get a "lock" line entry. That's good for multiuser systems where people have physical access to the computers (can power them off/on) and use an older kernel security issue to gain access to things they shouldn't have access to.
