Just an idea. Another possibility:

ii liborcus-0.18-0 0.19.2-3+b2
ii liborcus-parser-0.18-0 0.19.2-3+b2

That one got bin NMUed for t64. If that broke stuff unexpectedly that is bad 
since that already is in testing :/. But that would mean it probably needed a 
rename after all. 

But we are on amd64 where this should not be a difference anyway...

And that wouldn't explain because you seem to have had the issue with sc even 
before...
