The contents of /etc/hosts is ignored, even though both /etc/host.conf
and /etc/nsswitch.conf are correctly configured to try hosts before dns.

  $ cat /etc/host.conf
    order hosts,bind
    multi on

  $ cat /etc/nsswitch.conf
    # /etc/nsswitch.conf

    Host host-test not found: 3(NXDOMAIN)

  $ host host-test.example.com
    Host host-test.example.com not found: 3(NXDOMAIN)

  $ dpkg -l |grep host
