Generally, I wait a while to hear back from the submitter in a case like this, just to give him a chance to confirm if the problem is as described, and then close it when I either get a positive confirmation, or after a while if I get none at all. However, if you're confident that the problem is as you described, then I see no problem with closing the bug now.
