This is probably a clear violation of Debian Policy section 4.9 (clean target), but this is filed as severity:minor for now, because a discussion on debian-devel showed that we might want to revisit the requirement of a working 'clean' target. For some reason I thought that the whole "python binary cache" thing was sorted automatically by dh. But it turns out I was able to fix this by just adding that directory to debian/clean, which seems simple enough. It is in git on salsa and will be in the next upload of the package: this did not seem substantial enough to merit a release.
