% dpkg -S update-language
tex-common: /usr/sbin/update-language
tex-common: /usr/share/man/man8/update-language.8.gz

And tetex-base Depends on tex-common (>= 0.12). Therefore, if
update-language is not available when tetex-base.postinst is run, I'd
say there is something very wrong on your buildd.

In the build logs you pointed to, there is no mention of tex-common. So,
either it was already installed, but broken (since update-language
wasn't found), or it wasn't, in which case I would point my finger at
dpkg for configuring tetex-base without checking that its dependencies
are installed.
