bart fails to cross build from source, because it repeforms some of the compilation and link steps during dh_auto_install where debhelper does not pass cross tools. These steps fail (due to using the wrong toolchain). Rather than figure out why it is rebuilding during dh_auto_install, I suggest exporting all the build tools for all targets as that's easy to do. I'm attaching a patch for your convenience. Alternatively, you may change the upstream build system to avoid such rebuilds at make install time. Helmut
