In the log referenced by you there is indeed diff for
/usr/share/doc/python-pandas-doc/html/reference/api/pandas.DataFrame.to_*.html
files. However, I don't see any diff in the recent pandas reprotest logs, e.g.
in these ones:

There is no diff for /usr/share/doc/python-pandas-doc/html/reference/* at all.

Maybe this bug no longer happens in Sphinx 7.2 (which was uploaded to unstable
on 2023-11-05)? Or it just happens rarely and the CI can't always catch it?

If we manage to reproduce it, the next step would be identifying whether this
is a problem in autosummary extension, or can be reproduced without it.
