dash build-depends on dpkg-dev 1.16.1 and depends on dpkg 1.19.1, both of which are already satisfied since Buster (old-old-stable). Please drop them, a MR is provided on Salsa: https://salsa.debian.org/debian/dash/-/merge_requests/22 This is especially useful when building read-only images, as the maint scripts will be ran at image build time, and the package manager isn't typically installed in the final image.
