The cause of the FTBFS is that keys used as during the test suite have expired, so it will fail everywhere a build is attempted (unless the build system clock is rewound to before 2023-10-26). As a temporary measure, I have uploaded a work-around to ignore the impacted tests and keep the package in testing, but the real fix is to update pgpainless, as reported in Debian bug #1043471 [1], which is turn blocked by an update for BouncyCastle [2].
