Correct, there is no automatic cleanup of that directory.
Personally, I wouldn't bother with cleaning that up manually.
Maybe I'll consider making this directory owned by the network-manager package, so it would be cleaned up by dpkg when the package is removed.

From a quick glance at debian/rules, you might consider dropping the obsolete configure switch --without-libnm-glib, this is no longer necessary:
