Dear Maintainer,

Ever since Bookworm, fdformat, the floppy disk low-level format
program has been missing. This is because upstream no longer
configures it by default in order to save disk space. However, without
that tool, there is no way to format a floppy in Debian.

Alternatives tried: Kfloppy actually calls fdformat. Gnome-disks
simply calls Udisks2 which appears to only know how to high-level
format a floppy (mkfs). The fdutils package contains only formatting
programs for unusual formats (superformat, xdfcopy).

I was able to extract the executable and man page for fdformat from
the .deb package in Bullseyes, but that is not a good solution. It
would be appreciated if the Debian maintainers would configure Util
Linux to build the fdformat program:

        ./configure --enable-fdformat

I have tested this (after 'apt source util-linux') and that is all
that is needed.

If for some reason it is not possible to re-enable fdformat in the
util-linux package, then I hope that fdformat can be adopted by the
fdutils package.
