Tor fails to create its pidfile.  I tracked this down.  It's because tor runs
as an unprivileged user (such as debian-tor), but that user does not have 
permission
to write to /var/run/tor, which is owned by root.

Changing the ownership of /var/run/tor fixed the problem.

Purging and reinstalling gave me a /var/run/tor with correct permissions.

This, therefore, seems to be a problem with upgrades from older versions of the 
package.
Some older version of the package ended up with a version of /var/run/tor with 
bad
perms, and upgrading to a later version retains the problem without fixing it.
