These files are not explicitly created in any of localepurge's scripts. All
temp files which are explicitely created on behalf of the scripts are
deleted. The ones you notice are leftovers of debconf for which i see no
remedy.

The preinst as of now no longer exists.
I'll close the bug with the next upload of localepurge.
