It stores files either being injected manually or downloaded from some other repository (partically) mirrored into a pool/ hierarchy. AFAICT "partically" is not a word and should be "particularly", but even then the sentence is not particularly clear. I haven't used rerprepro so I don't think I'm in a position to suggest a better description.
