My propose is us (debian) to define the qualities for the desktop
environment/ layout and then launch the contest.
Although, implementing a contest would not really help. A permanent team
could be the best effort. Having a permanent team would help
omplementations of the layout in some other graphics that are not
gdm/grub/gnome/kde related. I think some other work for splashes of
bluefish,  gimp or other integration of debian graphics.
