It is but academic now that I have uploaded a fix for this, but I
disagree with your raising severity:

This package is not broken *in itself* but is instead *affected* by
breakage in rust-tokio-rustls.  The difference is not merely nitpicking
but has an effect on whether this package can migrate or not to testing:
Since this package is not broken, it is not problematic to let it
migrate to testing, but if rust-tokio-rustls had not had a severe bug
reported against it (and Peter had not been so quick at convincing me to
release a fix this soon) then it would have migrated to testing and
caused breakage there as well.
