The upstream has supported a new arch -- loongarch[1], since 7.1. I wish
we can build qemu with this new arch support, including both a new
qemu-system package and qemu-user support.

I'm not sure what do you want here. From qemu debian/changelog:
qemu (1:7.1+dfsg-1) unstable; urgency=medium
* add loongarch64 qemu-user and qemu-user arch
