Does this happen when you do the follwoing:
Please get tex-common 0.22 and 0.23 (maybe you still have them in
/var/cache/apt/archives)
dpkg -i tex-common_0.22_all.deb
dpkg -i tex-common_0.23_all.deb
Now is this asked again?
If yes, please do:
dpkg -i tex-common_0.22_all.deb
export DEBCONF_DEBUG=developer
dpkg -i tex-common_0.23_all.deb 2> debconf.log
and send us the file debconf.log
Here on my PC I can up/down grade at will without getting any questions.
