The build dependency is not invalid.
If you look at
https://buildd.debian.org/status/package.php?p=systemd
you will see that the package is in BD-Uninstallable state.
Following the chain, you end up with
https://buildd.debian.org/status/package.php?p=abseil&suite=sid

Once that package abseil is fixed on riscv64, the issue should be gone.
In any case, not a bug in systemd.
