On Debian 12 this file is still referred to in manpage, and the file still does not exist. But if found a nice page on the web that describes regionset : https://www.hecticgeek.com/dvd-region-code-changer-ubuntu-linux/ maybe you could simply replace that reference to nonexistent file with this link ?
