Yes this is correct. There is some documentation for that in the dev-ref at https://www.debian.org/doc/manuals/developers-reference/pkgs.en.html#special-case-uploads-to-the-stable-and-oldstable-distributions (the easiest thing to get all the metadata correctly is to use reportbug against release.debian.org for the bookworm-pu proposed update).
