IMO that is one of the correct uses for an epoch, similar to git which also reused an old package name (probably predating the git version control).

Note that the upload needs to be done as 1:0.7.6-2, i.e. with increment of the Debian revision to avoid clashes in the .deb file name (in some cases the epoch is not part of the file name for historic reasons).
