Having slept over this, I realize this isn't a big issue for sbuild-qemu after all. It's only needed if sbuild-qemu wants to run build-time tests. That would be a nice-to-have, but we also ship (or will ship) upstream's extensive test suites as autopkgtests, so we have testing covered, and that nice-to-have shouldn't be a blocker for anything.
