Please remove the source package libcoap2 including all binary packages build from that source package in unstable. libcoap with the API version 2 isn't developed nor supported by upstream any more, it's been superseded by the source package libcoap3. libcoap2 packages aren't included for the reason from above within the bookworm release and only living currently within the unstable archive.
