The tracker uses data exported by UDD so I believe that it's up to UDD to not mark that patch as to be forwarded... but UDD is doing its analysis based on the pseudo-headers available in the patch. So maybe it's dpkg-source that needs to be tweaked so that such patches have a field "Forwarded: not-needed" and an explanation that the patch is an auto-generated mess that can't be forwarded as is. Can you name a sample package affected by this please?
