The .cfg files are used in TeX4ht in order to configure options for
the processing by "tex" using tex4ht.sty and .4ht files. So there
would be a extension name conflict. We could choose .cnf instead.

We should try to make this as close as possible to the way "tex" does
things. What is the equivalent configuration mechanism for "tex"? I
noticed that there *is* an "-output-directory" option but can it be
configured from some configuration file in the user's home directory?
If so we could try to use the same file or something similar.
