I have run into a similar strange issue as well.
After an uppgrade form Deb 11 bullseye to 12 bookworm my setup stopped working.
apt-cacher-ng fails to bind to a port higher than 32767.

If this is a limitation of the current package, then it should be noted
in the documentation and debconf prompt.
