The Debian version of dhclient stores its lease status in
/var/run/dhclient.<interface>.leases. If the DHCP server is unreachable,
it looks for this file to see if there are any valid leases to resort to. 
However, /var/run appears to be emptied on my system upon reboot. 

Other distributions store lease information in /var/db/ or /var/lib/dhcp/
