Those still have access to an old kernel and initramfs, so can be fixed without special knowledge. The fix is then to use vgsplit to have complete VG available. Why it worked in the past: there was a block activation script that just looked into the "root" parameter and enabled exactly that LV. That was a fallback to the udev activation.
