Dear Maintainer,

I have tcpdump installed. Manpage tcpdump(8) references some pcap
related manpages:

   * pcap-savefile(5)
   * pcap-filter(7)
   * pcap-tstamp(7)

pcap-filter(7) is installed because it is provided by libcap0.8 which is
dependency of tcpdump.

pcap-savefile(5) and pcap-tstamp(7) are not installed. They are
provided by libcap0.8-dev, which is not a dependency of tcpdump. A
tcpdump user has no easy way to understand that he should install
libcap0.8-dev to get these manpages.

I see that in 2009, bug #527599 triggered the move of pcap-filter(7)
from libcap0.8-dev to libcap0.8. I think the same should be done for
pcap-savefile(5) and pcap-tstamp(7).
