apbs is not compiled with PBAM and PBSAM support yet. To fix this, CMake options ENABLE_PBAM and ENABLE_PBSAM have to be enabled. When these options are on, the buildsystem downloads additional sources [1] from GitHub, which can be either embedded or packaged separately, provided the upstream indicates that these sources are free. I have opened an issue asking for an explicit license statement [2].
