I can see in the changelog.Debian.gz file that the cpu-x_polkit.1
man page was dropped in 2020:

cpu-x (4.0.1-1) unstable; urgency=medium
[...]
  * man pages:
    + Drop cpu-x_polkit.1 man page. Obsolete.

But what about the utility?
