Maybe you have some other apparmor profile installed, and when you upgraded
the package, it wasn't replaced?

What are the contents of your /etc/apparmor.d/usr.sbin.kea-dhcp4 file?

Do you have some dpkg backup file perhaps? Check
/etc/apparmor.d/usr.sbin.kea-dhcp4*
