Dear maintainers,

pybind11 is using Python.h, which is installed by libpython3.11-dev on my
machine. I thus think that pybind11-dev should really depend on that package,
or on another package that ensure that Python.h is installed, regardless of the
current version of Python. I'm not very versed in python packaging, but I think
that python3-dev is a safe guess here.
