Bug#1024696: Intent to NMU powerline to fix longstanding l10n bugs

hello Samuel,
I intend to NMU powerline around 2023-02-25 to fix longstanding l10n
bugs[1]. The changelog would be something like the following:

 powerline (2.8.3-3.1) unstable; urgency=medium

   * Non-maintainer upload.
   * Update debconf template translation
     - Spanish translation.
       Thanks to Camaleón (Closes: #987389)
     - Italian translation.
       Thanks to Ceppo (Closes: #1024696)

Please tell me if you are currently preparing a new release yourself
and would like me to skip the NMU.
