I just upgraded texlive-lang-* and indeed the problem seems to have
disappeared.
I'd expect at texlive-latex-base, however I'm not sure. Reassign to the
most likely package for now. To solve the issue, I'd need another upload
of texlive-base. As we're still waiting for a fix of #1029913, I'll
delay that upload. Fix is in github, tag pending.
