I have read existing bug reports complaining about depending on multiple
versions of python3.  My understanding is that this is due to support
requirements for multiple python interpreter versions.

Since there are version dependent files in the python3-numpy package, it
stands to reason that version dependent files should be moved into their
own packages (e.g. python3-numpy-3.10 and python3-numpy-3.11) which in
turn would depend on specific versions of python.
