I just checked this: Yes gdm is in German.

I had 2 "stale" Sessions directories, one under /etc/dm, the other under
/etc/gdm. The first one contained only a default.desktop, the latter
some scripts, one was called Xsession.

Anyway even after removing those dirs and purging/reinstalling gdm I
still have no proper locale in a failsafe XTerm or a Gnome session.
