It is a bug that Debian considers the DSC so important, yet, the concept of a contract is totally meaningless outside of the context of a legal system where the obligations and rights that arise from the terms of the contract can be enforced. Proposed Fix: Replace the DSC with a disclaimer that admits the document formerly known as the Debian Social Contract is totally meaningless because it cannot be legally enforced and refers the reader to the actual software licenses of the software in the distribution that *can* be enforced in a legal system.
